How to calculate per capita beef supply?

Hello Everyone
Today I found this fraze in some report: "The U.S. per capita beef supply was down nearly 8% in January which is the primary reason for the high cattle prices thus far this year."
Who knows how to calculate per capita beef supply please explain me

I believe that the USDA does an annual survey to find out how many cattle are in the USA. They also track the numbers that are sold in each stockyard and slaughterhouse. Basically, a cattle farm has been a loosing business for a while and many small ranchers could not afford to continue taking losses. So the market has retracted.

Per Capita is the ratio between the number of cattle and the number of people in the U.S. Our population is increasing, the number of cattle is decreasing thus the per capita goes down. Actually it still goes down even if the number of cattle holds steady, because the population is increasing.

I have one more question:
How I can find, the offer satisfies demand or not? I.e. in the market deficiency or proficiency? I often see that: "Beef production has been high enough to support the demand base". Where I should find value of current supply and demand?
