Heifer is losing hair. She has been dewormed and treated for lice. And is constantly scratching..Any ideas?

There are 2 kinds of lice, biting and sucking. Don;t know which is which but one of them you usually have to retreat in 2 weeks. There is also the issue of them just trying to get rid of that itchy winter coat.

Sister treated her for both biting and sucking, and did re-treat her 2 weeks later.

That would pretty much point me towards itchy coat. If it's scabby though it could be RW as someone suggested.
