Soils that have had aggressive tillage, can develop a fine surface crust that blocks most water infiltration.
A traditional way to do this is to make multiple passes with a tandem disk and harrow drag combo.
 
Infiltration is how quickly water goes into the soil, at the surface. There are two options, it goes in or runs off (I guess it could puddle and evaporate as well).
Percolation is water movement down through the soil profile once it's in the soil.
