Are female beef cattle used for their meat to? Or just for breeding purposes?

Both. Those that are not used in the breeding herd are handled the same as steers/bulls. Those that are no longer required/desired in the breeding herd are also used for meat.
BTW, old dairy cows are also processed for meat.
