I have heard people talking about putting some Bermuda seed into cow feed and letting the cows spread it for you. Is this effective?

Effective......? Factor in the cost of the seed and I'd say no. Not an effective way to get a stand.
Will you get a spotty stand that takes a few years to get established? Maybe.
I have a 6 and 8 acre patch I used to fight Bermuda creeping in. 5 years ago I decided to stop fighting it and let it take over. One is about 30% covered, the other maybe 15%.
