I would suggest finding out who is your country Extension agent, and discuss with him/her what you want to do. You will need to find out how many animal units per acre is recommended for your area. The Extension services have resources for livestock and range management.

I've always been taught to plan an exit strategy. That said, limiting your feeder operation to only steers might not be the best way as their is only one way out of this. A feeder operation with heifers could give you another exit route if things don't go as planned. Just a thought.
 
Alot of good advise....construct a sound business plan for this venture, yes it is a business, and be sure to include the exit plan as well if you find that cows are not the way to seek your fortune.
Like CB says...grass in front and a bull in back....the rest is easy. Until something goes wrong.
First learn about the land and its stocking rate...can it support the animals, what about winter...the nurtitional requirements for the herd doesn't change but the vegatation sure does. Hay is pretty expensive these days.
How about moving the herd from high country to low...cattle drives are not common all that much any more.
Knowledge first then facilities and then cows.

Do your home work. Most of the advice you get here comes from far corners of the country which will be different in a lot of ways but a business plan is still a business plan. Learn all you can about local conditions and things that affect them.

All that said, if I were running steers in your part of the world I would look seriously into getting those high desert Nevada calves. There is a lot of compensatory gain in those calves. I had a friend who made a lot of money buying those calves over the years.
