How where farm subsidies established? Why werent cattle/cattle land included? Should the Gov subsidize cattle owners since they seem to be at least somewhat responsible for the decling cattle prices?

If I remember right the cattlemen chose not to do this. I think it can be argued that we have been indirectly subisidized thru corn subsidies. I think it could also be argued that many cattlemen are currently being subsidized thru long term lease agreements on government lands. I don't have a problem with any of it myself. Anything that is good for agriculture is good for the country. JMHO
