Farm House Cement re Painting ?

I now have a farm house built in the 40s with a poured basement. The walls were painted a long time ago and in many spots the paint is peeling away along with a film of cement. The surface of the remaining cement wall is soft and dusty. I am not sure about pressure washing, and thinking more of using a stiff broom on it.

How aggressive should a person be during paint prep, and is there a particular paint to use for durability?
 
Pressure wash the outside. On the loose paint use one of those rotary tip and get as much as you can off. Then after its dried scrape any remaining loose paint. the powdery stuff behind the paint is most likely primer that is chalking away.
Make sure on any exposed bare concrete you use a masonry sealer, then reprime. Then you're all set to paint
 
Whatever else you may do, wear a respirator/mask while messing with the loose paint. Odds are it's a lead based paint from back in that era.

The exterior has been repainted and looks OK. The interior is a peeling yellow mess.

They make a special cement primer ?
Then you could use the same paint on primed cement or wood cold room partitions ?
 
Sherwin Williams carries a paint / sealer called h and c concrete stain . Look for the oil based . It seals and colors at the same time . You can also put a product called cure and seal 25 over it after its painted and dry . You can use a 7 inch grinder with a wire cup wheel to remove any loose stuff . Make sure there isn't anything loose left on it or the paint won't stick .
