It probably isn't really a heat if she is bred. Some cows just have scents that for some reason drive everybody nuts. If she doesn't stand she's not in heat.

Would a bull try to breed this cow if she was already bred.
If they other cows will try to mount you can bet that a bull will try also. Have you had her vet checked for pregnancy. When a cow quits cycling, pregnancy is just one of many reasons.
