Could be, but there was substantiated evidence supporting voter fraud, and intimidation during the last two elections....nothing happened...well, some folks were "fired" or removed from their positions, but there was no real repercussions felt.
Well, I just did some quick searches and came up with the snopes article, the "first person" report on fb, about 10 news accounts, three different statements from three different offices within the Texas voter oversight commission(or whatever it's called). Some of it is junk, some does contain some things that must've actually happened and were investigated...in one, they quit using the machine making the error.
