Sounds like you need to feed some high quality hay plus good molasses/mineral tub supplement. Oat hay w/ or w/o heads does not have that much protein value. The "red blocks" are generally only small amount of trace minerals and mostly salt. I'd probably go with supplementing (besides some good protein hay) a few 20% range cubes and/or a 20-30% molasses mineral tub.
