When a seller claims a bull has tested fertile/sound how do you verify that? Is there paperwork available from the vet or what? Thanks in advance.

if you don't understand the paperwork have the vet explain it to you. But buying a bull he should have BSE paperwork if its from any kind of quality breeder

Artificial Insemination (AI) would be a better route for you at his point.

A breeder should gave you a BSE exam but if you only have two heifers to breed then you need to look into having them AI'd. It would be much more cost efficient to have your heifers AI bred than to spend the money to purchase a bull much less the cost of maintaining that bull for a year.
