It appears to be a awning frame...alot of modifications over the years...like the 28" tires and a pulley on the fan shaft.
Looks like someone put a generator and a headlight on it...no generator but the light is there and will be soom removed.

Grandad used to haul hay wagons, and such, with one of those he told me once that every pop was a teaspoon of gas... Anyone know if that sounds right. I was kinda young when he told me.
