Could try to beat them up on the price some more. Sounds like it just needs to have the clutch operating valve gone through. There is a spring/detent deal that holds the PTO lever engaged that commonly breaks, easy fix, the clutch pedal may just need to be adjusted, there is a hex eccentric behind the dash panel that you can rotate to adjust.
May be just as well to walk away, but if you can get it cheap enough, may be worth looking at.
