As the self appointed representative from the great state of confusion- er, West Virginia, I'd like to take a moment to thank several people that have helped us achieve this ranking:
1) Obviously, the parents of all these teen smokers deserve a nod - for providing zero guidance in the lives of your children.
2) A big 'shout out' goes to all the people that are buying smokes for underage children and showing them 'how to light up'.
3) Lastly, a big thank you to all the people selling smokes to underage kids.
I'm sure that I have forgotten so many that have helped us achieve this distinction. I and all the doctors and oxygen companies here thank you, each and every one!

I live on the border of Ky #3 and IN #4. They must be counting me against both states.
