Wasted space

Built this area to keep hay in and cows out.. I feel like it's wasted space so I will be putting farm animals I make profits on in there. My question is should I kill what's in there off and till and replant or let it get grazed to the dirt then throw more seed down and let it take over the winter I'm shooting for the 2nd the hay dumped enough seed to keep goats busy

Let 'em have it as is and eat it down....

Put seed down while they're grazing. They will help trample it in.
