Tried to implant embryo--Vet says CL not right--What to do?

We have few cows that would have been culled except for their excellent mothering. We use them for ET recips. One 8 year old has been a good one, but this year, the vet came out three times and said the corpus luteum wasn't right for implanting. First two times were CIDR induced heats, third was a natural heat. Vet has a pretty good track record, so we trust what he says. Pretty confident in our heat detection, as the bull was outside the pen bawling and pacing.
After the third try, we turned her out with the bull to cut our losses, and it appears she stayed open two cycles, and maybe settled on the third. Not been preg checked yet, and hot weather makes breeding activity a little less obvious. Still haven't made a decision on her yet, but leaning toward culling her, since her genetics, other than milk and mothering don't do much for us.
Anybody got any ideas? Is she shot as a recip cow? Anything we could have done to improve her "receptiveness"? I realize there are many variables here. She had good "beeder booster" mineral available for two or three months prior to the attempts.
