Does she have a calf nursing, or is she dry? If she's got a calf, it may be that either the teat is dirty and he doesn't want to nurse it, or it's sore and she kicks him off.
If she's dry, it may be because when she dried up, there was some sort of infection in that quarter that prevented it from drying up properly.

I had a cow that had only one milk duct to the big teat the rest gave no milk . I had a hard time getting the calf to nurse down that big teat,she grew wheels!!!!!!!!
