I'm thinking about buying semen to artifically insiminate my heifer(s) with next year. Some of the bulls that I are looking at getting semen from say they are TH/PHA carriers, how common is it for the calves to get TH or PHA??

Your cows have to be carriers. If you know the pedigree it will help, but they are still finding carriers of PHA.

TH & PHA List.
If you don't find a particular bull on the list don't assume he is a PHA Carrier. "Innocent until proven Guilty"

Thank you Dr. Beever and all the others for your hard work and diligence.

The thing is - if you use a bull that is a carrier, you are probagating the problem. Your offspring may be carriers. If you plan on butchering all your offspring, it doesn't make any difference, but if you plan on keeping any replacements, they may be carriers.
If you do not know the status of your own cows, you are risking your next years calf crop using a bull that is a carrier.
