In Va,we have" fence in" counties and "fence out" counties.Fence out are open range and are subject to standards which must be met to recover damage.It's cheaper to build a net wire fence than the eight wire barbred which must have he barbs at certain intervals.
In a "fence in" county,the owner of the livestock is completely responsible for trespass,even if no fence has been built.A property line is considered a legal fence if your livestock cross it.
