Would do a search for this but not sure what to search for. So if a cow is real good condition (border line fat) would the loose skin accross their chest collect fat and almost appear to be swollen if not any ideas what it would be?

Are you asking about the brisket area? The area between the front legs and going up the chest? The answer for there is yes. It does look swollen and it is just a fat storage area.
