I came across this today. It appears that in Sweden, employers must give an employee 6 months to get their startup going, and if it fails they can have their job back. There appears to be a couple of loopholes in which an employer can block it, but this sounds pretty far reaching by the government.

Europe and Japan have both benefited greatly from 1947 on by relying on USA military to carry the burden of playing policeman to the world, allowing them to divert their resources to social programs.
