Steer, Swollen penis

Dad bought a steer about 6 weeks ago and put him in the cow lot. He is about 6 about 4 months old and looks good and healthy. His penis looks swollen, bigger than the other steers. Anyone know if this is something I should call the vet for?
 
I've washed out the sheath with warm water (a bilgpump and a small hose). If you can do that you may get all kinds of crud out. I got small gravel and little sticks out of one once. If you hose it out and the water comes clean I would get the vet involved. If crud washes out, maybe an antibitoc and benign neglect.
