it's a sort of ranking. the higher your number of posts the more stars you have.

I only see yellow and red.... red means you've hit 1,000 posts and are a guru. another red star for each thousand posts.

Blue star on the folder means hot topic lots of hits... Check the bottom of the main page (Cattle Form Index).
