I have a new ag sprayer 110 gallon 3 point hitch.
I cannot get the pressure past 20 psi. It does not matter how
I adjust the pressure knob, it will not change either way.
No hose crimps and strainer is clean.
Any advise??

If by chance it's the one from tractor supply or one like it, I've read that there's a return line that's way too small. Seems like it comes with a 3/8" line and they're replacing them with 5/8" or 3/4" and getting along fine. No idea if that's your problem but it's worth a look.

Bypass valve open?
Bypass and see if you notice any difference. Wouldn't expect a new one to stick but...

Bad pump? Bad gauge?
Gauges aren't expensive. Sooner or later you will need another one any way.

Depending on what you are spraying...and I suppose state regulations....not over 20 lbs is what you are supposed to be using for herbicides.

Close bypass valve and look inside to see is return hose has stopped flowing. Sometimes the valves get to were they don't close all the way. You can also clamp return hose downstream of the valve .pressure should increase to maximum. If valve is closing I'd suspect pump.
