Sores on horse's hips

We have a sixteen month old black racking mare. Yesterday we were petting her, when we found several clusters of sores scabbed over, on her hips. Does anybody have a clue of what this could be? We really can't see them because of the black hair, but you sure can feel them! Thanks a lot. Sparky
 
They are on both hips. At the top of her hips, as they start turning down. Also when you scatch her she has a white powder like dusting under her hair.
 
Rain rot. Iodine shampoo bath. This will kill the fungus and you will be back to normal.

This is usually seen more in the spring and early summer though.
 
sounds like rain rot--fungus...can use a 3-1 water bleach...but it kinda burns em a little....we got it pretty bad winter before last. If you have one that tends to turn up with it....give them a place to dry out in wet weather.
 
J&T and Fellers are right on about rain rot. If it is rain rot you can also use 1% iodine mixed 50% with water in a spray bottle.
