rear hair loss

What do you think caused/is causing this hair loss. Maybe just scratcing?

3 things come to mind. Scratching cause it itches, lice or both

Lice, of course. I haven't worked them yet this year and I usually use the poor on wormer to address the lice issue also. Thanks
