Picloram, can anyone give a straight answer?

I kinda ask last year, and I'm going to ask again. I've googled plenty and ever ask the tamu agrilife agent who gave the applicator class. Nobody can really answer it straight.

How does picloram work. Does it kill the seed or the sprout. I understand cb it can't tell a good seed from a bad one. But it appears to me that in my climate I can use it without it affecting grass that sprouts 6 months later. Even when sprayed directly on seeds. Again this is only been my observation.
Anyone.. How does picloram actually work?
 
My (maybe mis)understanding is that it stops the seed from germinating. Any seed exposed or not affected withing about 5-6 months of application won;t be affected since it loses it's potency by then.
Have you tried contacting Dow to see what their answer is?
 
It is my understanding that it is a post emergence herbicide and kills the actively growing broad leaf plant. If the plant has not emerged then it isn't effected. The residual effect does act longer on different plants. The residual effect will effect legumes longer than other plants and they seem to be the most sensitive to the residual effects.
