There are in fact some breeders out there that have a dread fear of paperwork and timely processing of stud reports, registration, and transfer papers. Some are so wrapped up in showing and "talking the talk" that they apparently don't see the need to do the paperwork. Some have been known to NOT file the appropriate papers so that new owners of mares and/or foals will not be able to register an animal since they allegedly don't want any "competing offspring" from their sire in the show ring. Some others are just procrastinators; others are deadbeats or jerks. My feeling is that any buyer who does not get initial copies of papers that the breeder/seller is supposed to sent to an association should withhold X dollars from full payment pending proof that such paperwork will in fact be processed properly. Also, I tend to feel that some of the associations don't want to get involved in helping a problem transfer/registration situation and tend to leave the trouble and dirty work to the poor buyer. Bottom line: If you can't process the paperwork in a timely fashion, perhaps one should get a "day job" flipping burgers or cleaning offices, or whatever. The horse business doesn't need these kind of people out there!
