Sounds like more paperwork. Cantelopes are probably one of the riskiest things you can eat because when you pull them from the vine it leaves a dish shaped hole in the fruit. The cantelope is then put on a trailer in the hot sun where it dehydrates some. Under the FDA's rules you then have to drop the melons in water to wash them off for packaging. Since they have lost some water from the sun they suck up water through the dish created in packaging. If the water has listeria in it then the melon is inoculated with listeria on the inside of the melon and no amount of washing will prevent it from being ingested by the end consumer. Rather than creating a whole new set of guidelines and more paperwork maybe just maybe it would be better to omitt the water bath. Just a thought.
 
By all the new rules going into effect, it appears that everything is being done to make it impossible for farmers and ranches to operate and for the usa to import all the food in from other nations where they will have no regulations to operate by, if we become dependent on foreign food all that has to be done to overtake the usa is for an enemy to take over the world food supply. :(
