Lot line questioning

We were mowing and doing usual spring clean-up as 1st mow of the year, and by the time we got to that side of the property, they had all the material laying out in our yard, and went in the house and left everything lay. Kinda burned me. </p><p></p><p>Is this normal? Or should I be contacting someone?
