When read stuff like that, I am always cognizant of how many times words like "may, could, might, and perhaps" are used.
Our govt uses specifics if they are trying to "calm us" but abstracts if trying to put fear into us or drum up support for something---they use abstracts to get a message out while still covering their butts.
"hey, we said it could or might happen--didn't say it was absolutely GOING to happen".
Plausible deniability.

If isis starts beheading US citizens in this country it will be a bad day to be a muslim. Hopefully isis will start before 2016 or we could really be in trouble. The sooner we can get the muslims out of this country the better off we will be.

I was thinking that it was pretty special that the feds would come out and say a threat was a possibility given that ISIS is only a jr. high bunch.
