inter seed before or after rain?

I can't think of any possible reason to do it after rain. Before allows the rain to create the seed-soil contact that it needs. After would be pointless, it would just lay there until the next time it rains.
 
Some would depends on the actual rain.

3 nights ago we got 4.25" of rain in around an hour. Any seed in the ground is now washed away.

But typically before a nice slow rain is best.
 
Should I inter seed hay field before or after the rain. Sowing orchard, clover and fescue seed. The ground is pretty hard. Thanks
Where are you at in Indy? I grew up just west of Plainfield. Wife grew up between Jasper and Petersburg.

It would be a matter of seeding before the rain. You might seriously consider a frost seeding of the clover. I would. What is your (hay field?) like right now, the density and variety of forages is what I'm wondering about.
If it is strictly for hay, be certain to get an early maturing orchard grass variety.
You might want to consider attending the Farm Science Review that is in London, Ohio, here in a couple of weeks. I don't know if anyone here will be there other than myself, but I'll be there a couple days.
