Imports and Exports

What are the laws relating to Imports and Exports of beef (cattle) to Mexico?
I know that beef is imported from various places (Mexico, Canada, Australia, Argentina for example) Are there import quotas? Are American cattle eligible for export to Mexico? Not breeding stock but cattle for beef.
I guess I am wondering whether we are on equal footing with other countries (particularly Mexico) when it comes to our beef being exportable.....

Don;t know, but there were import quotas. Some of those may have gone down the dumper with the free trade agreements
