Yep, they are legal.

No way you could use them here in show steers. When I was working on the station we had to declare each of the animals that had been treated with HGPs. I can't believe they let you use them in show cattle. Actually, I think it's terrible that's allowed.

Apart from the argument some can make that its 'cheating', HGPs have an extremely negative effect on eating quality in several areas, including decreasing the tendency of the meat to age and tenderize.
