I'm not understanding my weight tape

First time using a weight tape. I put it around the heart gearth and measured around the steer. What I don't understand or it simply makes no sense to me is the calculation. It has four weights for each inch depending on body condition.

Thin, Moderate, Fleshy, Very Fleshy. What I'm not understanding is as follows. Let's say a steer measured 60" around the heart girth, Very Fleshy would make the steer weigh 582lbs, Fleshy would weigh 615lbs, Moderate would be 649lbs, and thin is 679lbs.

The instruction on the tape even says "note that very fleshy animals weigh less than thin animals"..... okay why?

I could have gone into the whys and wherefors of the difference in wheight of various tissues, but fat seemed to sum it all up
