I'd say PTO hp because it allows apples to apples comparison between different makes and models while accounting for losses through the drivetrain/hydraulics.

My Kubota M126GX is 126 engine hp. 108 pto.
 
The engine horsepower rating is the most optimistic, and unrealistic figure. Basically the output at maximum rated RPM of the bare engine on a test stand. No loads from gear friction, hydraulic pumps, A/C compressor. Have to compare HP ratings apples to apples, best by pto. Although, if you have the big articulate bareback tractors have no pto, so I believe they will only post engine.

both are important.as the engine tells you how big of implement you can pull.an pto tells you how big of a pto equipment you can pull.
