I don't understand why they needed to put tape on the ground to create a straight line. When there where several straight lines already painted on the ground..

Idk. Maybe. I kinda think he just wanted to use his tape. Blatant waste of tax dollars, with a perfectly good straight line there to walk.
Unless he brought the tape from home.

If the subject was not drunk he would have seen the lines and questioned it. Its just a play on the bend over and touch your toes,
