As long as they are growing and developing properly, that should be fine. That would put them close to two years at calving, which is an age many folks aim for a first calf.
If they've grown well, it's a perfect time I aim to get mine into the 900-1000 lb range for 15 months. I bred one at 12 month that grew really well but was born late, she did just fine and raise a darned nice steer

yes if the heifers are well grown and weigh from 700lbs to 800lbs.you can breed them as young as 12 month old.they wont breed for a cycle or 2 anyway.very rare do you see them settle on the 1st heat.
