Breeding age is more a size thing than an age thing. Most british cattle hit puberty at about 650 lbs. Now, I wouldn't suggest breeding them at that size. We breed ours at about 750-800 lbs and they are between 14-16 months of age.
As for how to tell if she is in heat, she will stand for another animal to mount her, she will also try to mount other animals, but if she lets another animal mount her and stands for it then you know for sure. You will have to spend a bit of time with the animals at least 2 times a day (preferrably 3-4) so you can see what is going on.

Ive seen her doing that a few times... how often do they come in heat?
