Horses and Shrubs

I would like to know if I was to plant a row of 6' to 8' shrubs in a hedge row instead of fence, would this be a problem for my horses other than them maybe eating them? And is there a safe shrub that won't poison and kill my horse?
 
I don't think a hedge would keep them in.

But... absolutely DO NOT use Japanese Yew. these are highly toxic to horses.
 
The shrubs could serve as a windbreak in the winter; but we're not in Europe. I wouldn't want to depend on a bush to keep my horses in.
