ced 4.0 (top 31%) accuracy very low .36
bw 0.8 (top 10%) acc .71
So, yes he's suitable for same breed heifers

Hereford epd breed averages
ced 1.7
bw 3.1
ww 51
yw 82
cem 1.9
chb $28

ced 12 top 1%
ced 3.5 top 35%
bw -1.4 top 1%
bw 2.5 top 35%

I would rate any with both ced and bw in top 35% as suitable for same breed heifers.
However when accuracy is less than .67 epds should be considered at most as just an educated best guess.

EPD wise he looks good for CE and BW but it says his actual BW was 91lbs which is right on that line with some guys of being a little heavy for a heifer bull. His performance pedigree has 112 calves with an average BW ratio of 99.3 meaning he is right at or just below average BW for the contemporary group of calves that have been reported on him. Both his sire and dam have some proven calving ease in their pedigrees, we have no first hand experience with this bull but Tested and Revolution are 2 bulls I wouldn't hesitate to use on heifers so he probably will be fine.
