tie him behind a tractor or something that will out pull him & lead him everyday till he learns he has to go where the rope goes, then when he gets that down try leading him yourself
 
How much time are you spending with him? Morning and evening? Show animals take LOTS of time and patience... and the more time you spend, the better the results. If he's "running off", try and figure out why! Is he afraid, spooking and running off? Or is does he have extra energy, and wanting to play? Where do you keep him during the day and night? Is he tied constantly?

I would never suggest tying one to a tractor or truck or four wheeler! Too easy for one to get hurt, and it's not going to solve your problem. Just because you can drag him with a tractor doesn't mean you can lead him without one. I also think using a chain is a bad idea. If he's already afraid, that will only make it worse.

if he was already "halter broke" and decided to stop being led around i agree with jerry. if he's never been broke, tie him up with a halter twice a day and brush him. once you can walk up to him and put the halter on with out chasing him around you can start leading him. but he has to get used to you and the halter 1st.

Use "Positive Reinforcement" techniques! Aversive conditioning rarely works (unless you are defending your own life). Cattle remember bad experiences. Gain his trust, use TLC, and condition him to "want" to please you as the result of a positive learning experience. "You will catch more insects with honey than with salt...
