Ran across this just now and is the first I've heard of it.

To amend the Internal Revenue Code of 1986 to allow a credit against tax for surrendering to authorities certain assault weapons.

At this stage, a do nothing congress would be a god send. No giving themselves raises, no obamacare, etc.

They've built that in so that they literally have to do nothing to get a raise. They have to make a decision to NOT get a raise and agree on it or it's automatic.
