Grazing bearded wheat with grain heads

I would appreciate some advice here. I have a spring wheat field that just did not get enough rain. The wheat is about 8-12 inches tall, but very sparse. Most of it has seed heads, but the wheat kernels are not filling out. Bottom line is that the insurance adjuster is telling me that if get rain (not expected) I'd be lucky to get 10 bushels/acre, and if it does not rain soon, I would be lucky to get anything. I also have friends telling me that it is not wise to graze it as the beard or bristles or whatever you call the spikes on the seedheads can cause problems if I graze cattle on it (i.e., they can puncture and cause problems in the mouth and ball up in the rumen). Any wisdom from those with more experience?
