1) A Haybuster works well on sod but they are spendy. FSA will rent you one if you call ahead with the specific day(s) you will need it.
2) Some folks use a regular grain press drill with a grass seeder box - even in sod - but they go in early when the soil is soft and damp. You can pick up press drills for $100 to $400 each.
3) On prepared seed beds with a regular grain drill plus making a pass with a packer is a safe choice. I have not tried dragging tires!
