Tift 9 is a variety of Pcola. I got two fields of each separated by a highway. I can't tell the difference except T9 seems to green up a little earlier. Theoretically, it is supposed to yield 47% more forage. If it does, I sure can't tell it. Maybe, the certified sticker on the seedbag was bogus like Mike mentioned. The $235 sounds ridiculous to me. I wouldn't waste my money on it if I had to pay that much.
If you know where a field is, cut a barrell in half and mount the two halves to the front of your truck and drive through the field. Before you know it, you'll have the drums full of seeds for nothing. If this is against some Seed Law, don't ask me how I know it will work - I just know it does. ;-)
