Full Maturity for a Black Agnus Bull?

I have a black angus heifer going on about two years old. I have what I believe is a bull crossed between galloway and black angus who is about a year and a half. They've been pinned up together for about ten months and have bred many times. However there is no evidence that the heifer is pregnant. How will I know when my bull has reached full maturity to produce offspring?
 
12 month old bulls should be able to breed several cows without a problem, so an 18 month old should be able to breed close to a dozen cows. You definitely have a fertility problem in either your bull or your heifer if they have been joined for 10 months and the heifer isn't bred.
 
I would think there is something other than age involved.
No matter about full maturity, the bull should be wanting to breed earlier than a yearling. Years back I had a simmental bull calf younger than 10 months breed a very very young heifer (my bad). Not real common here, but I've also had pregnant cows stand for the Bull. You may want to contact a Vet or experienced neighbor to look at the pair. Your heifer may be the one with a problem. Too many variables to guess here.
