Foxtails are taking over

Need some advice
I had 30 acres of horse quality coastal Bermuda, since last cutting foxtails have taken over.
Meadow is not worth cutting its so bad
1. Do cows eat them or around them
2 how do you get rid of them I would say 80% is covered in it
3 what would you do bale it or not

Cows will eat it and grazing can help control foxtail. But its very persistent about making seed. You'll have to graze it heavy and often to make a difference.
Hay is fine but you'll spread seed feeding it. Keep that in mind.
Being a annual a late winter, early spring pre emergent herbicide is your best bet.
 
Cut at first sign of seed head and next year apply fertilizer (or more than this year) to Bermuda
