AT the FLORIDA STATE line checking papers
while fixing my 10'fly rub this weekend I decided I needed to hang some bullets off the mineral feeder. I priced them and they are 9bucks plus tax. I resisted the urge to go buy them and this morning while driving to work I had an idea. the sleeve is a tight woven cotton sock and the filler is a chipped cotton cloth mixture that is just packed into the sock with a polypropylene rope thru it.

COtton mop head 4.29 (can be cut into 3 pieces for 3 bullets)


polypropylene rope 2.99 (50 ft )


I put the loose ends down in the toe and tied the rope around the stitched band on mop head. I will clamp a hog ring on it.


I have a 1.91 in it like it is.
if I double the mop to fill up bullet more it will cost 3.34 each.

Have you tried it yet?
The rubs and bullets I have are made out of synthetic materials, inside and out according to the manufacturer. I've never had one rot, so I don't think they are cotton. Have had birds peck a big hole in one a couple years ago and I trashed it, and the inside is dark looking stuff that melts when burned more than it flames.

I would think, that the liquid in the mop strings would just gravitate down to the bottom of the sock if long complete mop strings are used, just as water will drip from the end of a cotton mop hung to dry over a rail does.
 
A couple of years ago I found a place that sold damaged freight. I found mop heads for couple dollar each, and they were a large commercial size. I ran wire through the mop head and hung them about 18-20" apart. I saturated the mop heads with diesel for a couple of days then added other chemicals. It worked fine. Actually last several years.
